Cary Club Constitution
Preamble
We, the members of Cary Club, in order to provide an effective self-government, participate actively in campus affairs, and educate ourselves in the principles of self-government, do ordain and establish this Constitution of Cary Club.
Article I
Name
The name of this organization shall be Cary Club.
Article II
Purpose
The purpose of Cary Club shall be to foster and promote a feeling of unity and community through social interaction within Cary and other university residences, and a responsibility to education and fellow residents, and to establish a self-government for the members of Cary Club.
Article III
Membership
Section 1:
The following are all considered to be members of Cary Club and must pay Cary Club dues.
- All residents of Cary Quadrangle
- Any or all residents of any Residence Hall lacking a functioning self-government who wish to become members of Cary Club may do so by paying regular Cary Club dues.
Section 2:
Purdue University students living outside of the university residences and meeting the following requirements are considered to be associate members of Cary Club:
- At least four (4) non-summer semesters of being a resident of Cary Quadrangle;
- Nomination for associate membership by the President of Cary Club;
- Approval from Executive Council by a simple majority.
Associate members must pay one-half of Cary Club dues. Associate members shall have full social rights of Cary Club membership. They are also permitted to hold any sub-club office. Graduated associate members shall be listed in Cary Club alumni records and shall be accorded all privileges of returning alumni.
Section 3:
The President shall have the right to appoint honorary members of Cary Club. An honorary member shall have full social rights as defined by Executive Council but shall not be required to pay Cary Club dues. All resident assistants, staff residents, and Cary Club advisors of Cary Quadrangle shall be honorary members of Cary Club.
Section 4:
Membership and participation are free from discrimination based on race, religion, color, sex, age, national origin or ancestry, marital status, parental status, sexual orientation, disability, or status as a disabled or Vietnam-era veteran.
Article IV
Councils
Section 1: Executive Council
Purpose
The purpose of Executive Council is to serve as the administrative and governing body of Cary Club.
Powers
The Executive Council shall have the following powers:
- To make all policy decisions of Cary Club;
- To approve the budgeting of all funds; purchases exceeding 300 dollars; capital goods and any item lasting longer than 3 years;
- To exercise financial oversight over Cary Club, its Sub-Clubs, and Unit Councils;
- To override a Presidential veto by a three-fourths (3/4) majority;
- To create special committees.
Duties
The Executive Council shall have the following duties:
- To meet no less than every other week during the academic year, or when specially called by the Cary Club President.
Order
- A quorum consisting of a simple majority of the Executive Officers, as defined in Article V, Section 1, A, 1 and 3, with the exception of Cary Volunteer Squad President, must be present in order to conduct business.
- Any member of any of the council that can not attend may send a proxy. The proxy shall act as the absent officer and has the right to use that officer's voting seat and to speak on that absent officer's behalf. Officers holding more than one position may send one proxy in their absence, but may not send a proxy for another office when the original officer will be present at the meeting as well.
- The Executive Council is made up of the Executive Officers as defined in Article V, Section 1, A.
Section 2: Unit Councils
Definition
Cary Quadrangle shall be divided into six self-governing sections. They shall be defined as Southeast, Southwest, West, Northwest, Northeast, and East. The President of Cary Quad will designate the boundaries of each unit.
Purpose
The purpose of the unit council is to provide self-government for the unit consistent with the beliefs and ideals of Cary Club.
Powers
The various unit councils shall have the power to determine the use of unit funds, except when purchasing capital goods over 300 dollars, which is subject to the oversight of Executive Council. This clause shall not be construed to interfere with the constitution of any unit. The unit council shall also act within the powers established under the various guidelines set forth by the unit governments.
Meetings
The Unit Councils shall meet as determined in their various constitutions, but not less than once per calendar month.
Constitutions
Copies of the Unit Council Constitutions are to be kept on file with the President and Main Office of Cary Quadrangle.
Section 3: Cary Volunteer Squad {Network}
Purpose
The purpose of the Cary Volunteer Squad shall be to provide activities specially geared toward volunteer's of Cary Club.
Powers
The power of the Cary Volunteer Squad is to plan and carry out activities approved by Executive Council and to use the funds granted by petition to the Executive Council, in accordance with their own policies and constitution.
Duties
The Cary Volunteer Squad shall meet when the Volunteer President calls for a meeting, no less than once per calendar month. The Cary Volunteer Squad shall also run the Children’s Christmas Party for underprivileged children of the area.
Section 4: Subsidiary Clubs
Definition
Subsidiary Clubs (Sub-Clubs) are established, recognized, and / or sponsored by Executive Council. All Sub-Club memberships shall be open to all members of Cary Club, or other groups as the constitutions of the Sub-Clubs shall provide for.
Duties
Sub-Clubs shall adhere to their own constitutions as well as the budgetary limitations set forth by the Executive Council.
Income
Sub-Clubs that generate income will direct the income back to the Executive Council, who will then vote to re-appropriate the funds.
Article V
Officers
Section 1: Executive Officers
The Executive Officers shall make up the Executive Council and are as follows (in order of succession)
President, Vice President, Parliamentarian, Secretary, Social Director, Athletic Director, Publicity Director, Faculty Fellow Director, Health Coordinator, Southeast Unit President, Southwest Unit President, East Unit President, West Unit President, Northwest Unit President, Northeast Unit President, WCCR President, Media Club President, Kart President, Computer Club President, Sergeant At Arms, Business Manager, Provost, Freshman Council President.
The Manager and Residential Life Manager shall have speaking seats and shall act in an advisory capacity only and shall not excessively interfere with the deliberative processes of Cary Club. Acting as advisors, the Manager and/or Residential Life Manager shall approve purchases exceeding $1000.
Other Executive Officers appointed by the President.
Multiple Offices
No person shall be permitted to hold more than 3 concurrent executive offices.
Article VI
Duties of the Officers
Section 1: Executive Officers
President - (Elected by Club Members at General Election in the Spring)
He / she shall be the Chief Executive of Cary Club and shall uphold, enforce, and through the powers given to him / her by this Constitution of Cary Club ensure all activities by Cary Club adhere to this Constitution and University Regulations.
His / her powers and duties are as follows:
- To veto any action of Executive Council within 72 hours of its adoption;
- To remove from office Executive Officers, with the consent of a majority of the Executive Council;
- With the prior approval of the Business Manager, to impound budgets;
- To preside over Cary Club Executive Council meetings;
Meetings are to be conducted in an orderly fashion.
Meetings will follow a particular degree of strictness to the current edition of Robert’s Rules of Order, as determined by the President.
Voting members of the Cary Executive Council shall be all officers as listed in Article V, Section 1, A, with the exception of managers or anyone else acting in an advisory role.
Each voting member is entitled to one and only one vote, independent of the number of offices they hold.

Vote to tie a vote or break a tie vote;

To represent Cary Club to outside organizations;
-
To appoint all non-elected, vacated, or elsewhere un-appointed positions;

To create a yearly budget at the beginning of his / her term, to be submitted to the Business Office for Student Organizations by June 30th, and to be approved no later than the first Executive Council meeting of the Fall Semester;

To determine his / her own informal title;
-
To act in capacity of Clarion Editor, or to delegate such duties to an appointed designee.
Qualification for Cary President is to be at least a sophomore (Class 4), not be on academic probation at the time of the spring officer elections. He / she shall have served at least two full semesters on Executive Council. If there are no candidates fitting these requirements, the Presidency shall be opened to all otherwise qualified candidates. He / she shall not be a member of, nor pledging to join, a social fraternity / sorority during the term of his / her office or election. Should he / she do so, he / she shall automatically resign his / her office and the Vice President shall assume the powers and the duties of the President. He / she shall also receive at least 1000 dollars in scholarship for his / her term in office.
Vice President - (Elected by Club Members at General Election in the Spring)
He / she shall assist the President and act in the capacity of the President in the absence or incapacity of the President. Should the President leave office, the Vice President shall immediately assume office.
His / her duties are as follows:

Appoint the Parliamentarian;

Work in conjunction with the Parliamentarian and President to update and maintain the Constitution and Bylaw;

To serve as chairman of any committees created by the Executive Council, or assign such duties to a designee;

Vote to break any tie vote created by the vote of the President of Cary Club;
-
To oversee and organize Freshman Council, or assign such duties to a designee.
The qualifications for Vice President shall be the same as President, but shall require only 1 semester of Executive Council service and freshman (Class 2) standing.
Parliamentarian - (Appointed by President before 2nd Executive Council Meeting of Fall Semester)
He / she is appointed by the Vice-President and approved by the Executive Council. He / she shall assume the Vice Presidency should the Vice-President step down, or position become vacant. He / she shall act in the capacity of the Vice President in case of the absence of the Vice President, including all temporary Presidential powers.
His / her duties shall be as follows:

Help Unit Councils with procedural issues;

Appoint the Sergeant at Arms;
-
Update the Constitution and Bylaws;
-
Oversee all Quad-Wide elections, including the determination of qualifications. His / her decision shall be final. He / she shall coordinate the elections, tally and announce the results. He / she shall arbiter all disputes among the candidates for elected office, unless he / she shall be seeking an elected office. In case of his / her seeking an elected office, the President and the Parliamentarian shall appoint an officer to assume the election related duties of the Parliamentarian;

In case of an emergency, whereby both the Vice President and President step down at the same time, he / she shall assume the Vice-Presidency and appoint the new Parliamentarian. He / she shall then assume the Presidency, and the new Parliamentarian becomes the Vice-President, when he / she shall appoint another new Parliamentarian.
Social Director - (Elected by Club Members at General Election in the Spring)
The Cary Quadrangle residents shall elect him / her, unless no candidates come forth, or the position becomes vacant. The position shall then become an appointed position by the Cary Club President.
His / her duties are as follows:

To organize social functions involving more than one Unit or between residence halls;

Coordinate with other Executive Officers concerning social functions;
-
To temporarily assume the Presidency in the absence of the President, Vice President, Parliamentarian and Secretary;
-
To represent Cary Quadrangle on the Residence Hall Council, or designate another to act in such capacity.
Business Manager- (Elected by Executive Officers in first Executive Council Meeting following General Elections in the Spring.)
He / she shall be the chief financial executive of Cary Club and shall be responsible for tracking the Club’s annual budget. The Business Manager shall keep accounts, deposit Cary Club monies, and make expenditures in a manner approved by BOSO. He / she shall remain in office until the end of the spring semester to keep records consistent until the end of the semester as well as to train the new Business Manager. He / she shall also receive at least 1000 dollars in scholarship for his / her term in office.
His / her duties are as follows:

To oversee and track the expenditures of the Unit Councils, Sub-Clubs, etc. He / she shall have the power to refuse to spend money within the limits of the budget established by Executive Council upon joint consent with the President;

To provide financial records by request of the Presidents, Executive Council, or Cary Quadrangle Management;

Supervise all financial transactions involving the use of Cary Club’s accounts. He / she shall record all transactions;

Train his / her successor at his / her position. The new Business Manager is appointed by the President and approved by the Executive Council.
Secretary - (Appointed by President before 2nd Executive Council Meeting of Fall Semester)
He / she is responsible for all minutes of the Executive Council. He / she shall record and submit minutes to the president for archival purposes, in a timely fashion.
His / her duties are as follows:

To inform residents of the actions of Cary Club through either table notices, the mailroom display case, or submission to the Cary Club Webmaster for posting to the Cary Club website.

To produce copies of minutes at the request of the Executive Council.
Athletic Director - (Appointed by President before 2nd Executive Council Meeting of Fall Semester)
He / she shall promote a sound and healthy athletic program for the Hall and to encourage the residents to participate in these events. He / she shall attend the Athletic Directors meetings at the RSC.
His / her duties are as follows:

Hold meetings with the Unit Athletic Directors when necessary.

Supervise the activities of the Unit Athletic Directors
-
Appoint Assistant Athletic Directors to assist him / her with his / her duties.
Publicity Director - (Appointed by President before 2nd Executive Council Meeting of Fall Semester)
He / she shall plan, produce, and distribute publicity for Cary Club functions and to coordinate these functions with other officers.
His / her duties are as follows:

He / she has the option to decline publicity if he / she deems it inappropriate, unless overruled by the Cary President.

Distribute Publicity to the resident assistants when necessary.
Faculty Fellow Director. - (Appointed by President before 2nd Executive Council Meeting of Fall Semester)
He / she shall coordinate the Faculty Fellow program on the all Cary level. He / she shall assist the President in matters of representation at Purdue University of Cary Club functions, which involve Faculty Fellow members. He / she shall coordinate with the Social Director and the Publicity Director any social function involving Faculty Fellow members.
Sergeant At Arms - (Appointed by President before 2nd Executive Council Meeting of Fall Semester)
The Sergeant at Arms shall enforce the decisions of the Parliamentarian and President and serve in the Parliamentarian's behalf in case of his / her absence.
Provost - (Appointed by President before 2nd Executive Council Meeting of Fall Semester)
The Provost shall act in the capacity similar to that of Social Director by coordinating programs of an educational or informational purpose to aid the residents.
Health Coordinator - (Appointed by President before 2nd Executive Council Meeting of Fall Semester)
The Health Coordinator shall promote a sense of healthy living at Cary Quadrangle and will also coordinate a blood drive at Cary every academic semester.
Article VII
Elections
Section 1:
The following Executive Council offices shall be elected by a majority of all voting Cary Club members:

Social Director
Section 2:
The Unit Council elections and elected officers shall be defined and determined by the Unit Constitutions, but no later than two calendar weeks before the official end of the semester as dated by the University Calendar.
Section 3:
The following are the qualifications for running for office. It is the duty of the Parliamentarian to verify these qualifications.

A member of Cary Club and a returning resident of Cary Quad.

Registered as a full time student
-
Not on Academic Probation with the University
-
Not a member or a pledge of a social fraternity. If any office pledges a social fraternity, this officer shall be automatically resigned from his / her position.

Submits a written petition to the Parliamentarian stating the candidates name and desired petition signed by at least 10% of the office’s electorate one week before the elections.
-
Any requirements set forth in other provisions of the constitution.
Section 4:
The election shall be held on the following days:
-
The Executive Council officer elections shall be elected two Mondays before Spring Break Vacation.

Unit Council Elections shall be held the week after Spring Break if not specified in their individual Unit constitutions.
Article VIII
Amendments
Section 1:
Amendments to this Constitution may be proposed by any voting member of Executive Council or by the petition of 10% of the members of Cary Club.
Section 2:
A three-quarters (3/4) vote of the Executive Council is necessary for the Passage of any amendment to the Constitution.
Section 3:
All amendments to the Constitution are subject to the approval of the Office of the Dean of Students, approval of University Residences Management, and Cary Quadrangle Management.
Article IX
Emblems
Section 1:
The colors of Cary Club shall be silver and black.
Section 2:
The emblem of Cary Club shall be a pin, the general form of which is a shield. On this pin which has a black background, there is a gold band which runs from the upper left corner to the lower right corner. In this gold band are set three jewels. In the upper right and lower left corners is found a C surrounded by a scroll work, both of which are gold. The crest of the pin consists of a Knight's helmet with a lowered visor.
Section 3:
The Cary Club freshman emblem shall be a lapel button, the general for which is a shield with black background with a gold border. On the shield there are two interlocking C's.
Section 4:
The Cary Club Crest is described in the language of heraldry as "Argent on bend sables three roses Argent with a barry six. Crest: a swan rising. Motto:
Article X
Approval
Section 1:
Final approval of this Constitution shall be made by the Hall Manager, Office of the Dean of Students, Director of the University Residence Halls and the Business Office of Student Organizations.
